Well, I guess it is Obama's jeans day. Or... He is saying that he will even campaign in the rain.
its showing some hardcore supporters for Obama
It's also showing Obama's dedication to the people and therefor the peoples devotion to him and his campaign.
This is a pretty powerful image. Like Alissa and Ashley said, I think it exhibits the extreme devotion of Obama's followers to his campaign. it speaks to Obama's supporter without saying a word.

"Man.. it's raining and he's still out there.. what a guy.."
"Im voting for Obama because i have to stand out in the rain a lot, and I feel like he can relate to me in this way."

Great picture.
I see two significant things.
1) Obama is wearing jeans. This creates a sense of Obama being a people's person in that he is dressed in casual, everyday clothing.
2) Obama is giving a speech in inclement weather and there still is a significantly large crowd of supporters. This shows the extent to which some of Obama's supporters believe in him. They are extremely loyal and they appear to not only respect Obama's policies, but also Obama himself as an individual.
